No not evil, simply ill! Their brain does not register the difference between right and wrong. Take psychotic killers for instance! They do not realise the evil of the deeds they commit, simply because they are unable to feel the difference between right and wrong, also because their primal instinct is to please themselves, whether this causes hurt and pain to others or not. Most of these people do not show any remorse simply because they don't understand the meaning of it!

The a conscience restricts us to some extent, without we would do any thing we want. If we wanted to lie steal kill and murder( which most people do at some time in their lives) we would without hesitation. So there is a greater capacity to commit evil acts with out a conscience

It depends on why they lack a conscience, I suppose. Sociopaths have no conscience and they are considered evil. It depends on whether or not you think they have no conscience because of science/biology (ie. perhaps they were born that way) or they were negatively influenced during childhood (ie. abuse from adults in positions of power, etc...) or if it was a conscious choice on their part to abandon their conscience.

Could be. I don't have much of a conscience, but only a few people consider me evil. Most just consider me twisted.

They are anti-social. But, just like beauty, evil is in the eye of the beholder. It is all about social norms and perception. What is evil to one society is not necessarily evil to another. Take cannibalism as an example.

Evil is in your heart. If you carry hatred in your heart you are evil if you carry love in your heart you are good. An example of evil that happened to me recently was my Ex-girl friend aborted my baby against my will. Family is the foundation of life and she denied me that as she murdered my un-born child. What is funny about it is she now thinks I am the problem. That means not only is she evil but insane blaming me for actions that she took as if it were my fault. She thinks of her self as a pure woman and that is not only not correct it is insane. I heard that in hell woman who have aborted children will hear babies crying for all eternity, pretty cool A.
Also in general evil is disrespecting others and trying to get more than your fair share of rewards. You will earn your keep by the sweet of your brow, to wit people want more than they earned which is in effect stealing. Furthermore the concept of capitalism is by default evil because money is more important than people. I could go on but if you are not getting my drift by now you will not at all.

I suppose if they act upon their lacking conscience then they would be evil. But they could be passively conscience lacking and therefore, not evil.

You're talking about sociopathic people. These people don't feel empathy toward others in the way that "normal" people do.
They're not evil, unless they do evil acts.

Not particularly evil. They just don't know what effect they have on something whether it be good or bad.
