Made by Griffin & George Limited, a glass urn with another urn inside. It has made in England stamped on the bottom. What was it used for?

Can't be sure w/o seeing and examining it, but I'll take a guess. Before electric lights became available, limelight were used in theaters. They generate a very bright light by burning hydrogen gas under a ball of lime (calcium oxide), which becomes incandescent.

The hydrogen was usually generated by reacting acid with a metal. I suspect this is what you have: a device for reacting acid with metal and generating hydrogen gas for limelights.
