well, of course the children should think that he is their uncle. he is their uncle...uncle-hood is not passed by genetic heredity. if the boy and girl were adopted into the same family (regardless of whether they had any other connection) they became brother and sister. and the brother of the mom is the uncle.

I dont see why not. You dont have to be blood related to adopt/foster someone, and I think that Social Services would rather place the kids with someone they know, and have a connection to (blood or not) than with total strangers.
