No. You have to surrender the previous state's DL when transferring to another state.

Depends on the state. Some states make you surrender your other license. Others don't. Some states waive it for military only... others just don't collect current licenses at time of issue of new license.

Yeah-one for Mexicans and then one for US citizens.
It's called bribig DMV officers.
