You can get a VOIP phone that will allow you to make unlimited calls for about $20 a month. Or if he can get online you can use Yahoo IM to make PC to PC calls for free.

If you would rather just use a microphone on your PC, you can both install Teamspeak, and just do it that way. It's just as clear as any phone line.
