It's true. Especially for a woman. Our wrists are smaller and it is easier to slip out of cuffs. Besides that don't complain about tight cuffs when you OBVIOUSLY did something to warrent being arrested. See how easy that is? No crime? No Cuffs, amazing huh?

The handcuffs should not be on so tight that it causes long-term damage to your hands and wrists. However, handcuffs are defined as short-term use restraints, so even if they were a bit tight, as long as you had them removed within an hour or two, you should be OK physically.
For security reasons, being handcuffed behind the back is the preferred method of restraining a prisoner. Having them on in front presents opportunities for the prisoner to attack, possibly even using the handcuffs as a weapon. With wrists secured behind the back, freedom of motion is severely reduced. The seat belt issue arises from the same concern.
Yes, handcuffs do need to be on tight, especially on women with thinner hands. This reduces the probability that a prisoner can pull a hand free. As they are temporary restraints, they can be long fairly tight without causing damage.
I'm not making any judgments about your situation. (For all we know, you could be a material witness being taken into custody for your protection.) However, I hope that my analysis explains your situation.

Sounds like you speak from experience.
Thats because they don't want you to move. Not even an inch. You obviously are being arrested, so you really can't be trusted with any freedom at that point.
If you stop trying to squirm around and run away, then they wouldn't hurt as much.

so you posted the same question twice.. i'll answer it twice and get the points--
BECAUSE HAVING A VAGINA AND BOOBS DOES NOT EXCUSE YOU FROM BEING PUNISHED LIKE EVERYONE ELSE.
The point of handcuffs is to make sure you don't go anywhere.. why NOT put them on tight??
