Why casino has to shut down too.. isnt that private industry?

They had the right to shut down the casino's because the people who regulate the play are state workers and if they can't work the casino's can't operate. the whole thing was dumb in the first place. It was a case of a politician having a tantrum because they voted down his tax hike. But in the end he got it anyway and in the process lost millions in tax revenues. Smart move huh?

I don't understand the first part of your question, but on the second part, a private industry can close at any time the owner(s) choose. there are no laws I know of that can prevent it.
