What is the average speed i would need to run to get 1.5miles 2.42Km in under 12min12seconds

12minutes 12seconds = (12 x 60) + 12 = 732seconds

If you need to reach 1.5miles in that time then you need to travel
1.5miles / 732seconds = 0.002miles per second.

To convert that to miles per hour multiply that by 3600 (60 seconds x 60minutes) so that makes it 7.38mph.

Answer, really not very fast at all. Is this a police selection test, or something like that? You'd need divide the time allowance by three, and that gives you the split times allowed for each 800 metres, or half-mile. This works out as 4minutes 4 seconds, which is a very generous allowance, call it 7.5 miles per hour. You should, if you're at all fit, blow this distance away in well under ten minutes, comfortably. Just don't try to nuke it, and go too fast too soon! I can cover ten miles at 8.5 miles/hour, and I'm quite powerfully built, more of a sprinter, and have a bum knee.

but really it all depend on the type of car and how many gallons it hold etc.
