If you are producing a commercial your production costs will generally come either directly from the client or from the client's advertising agency.

If you work for the production branch of a television/radio station, the cost of the commercial is often included in the advertising package a client buys. If you are a freelance producer, the funds will come either directly from the client or their agency. Most large companies use agencies as a sort of go between. Agencies will take a cut of the overall profict. For instance, a company may dedicate... $40,000 dollars to a 3 month marketing campeign. $30,000 of this will be used to purchase advertising time on radio and television... if the media outlet (tv/radio station) does not provide in-house production, the rest of the money will be given to a production company to create the spot. Or it may be that the ad agency does it's own production (this is not common).
