If you mean in captivity, they do that b/c they get bored or to keep cool. Elephants like many other animals that live in captivity, get bored very easily. For example bears tend to pace back and forth in the same place all day long for a long time just b/c they don't have enough stimulation. That's prob. why elephants do that. If you're talking about in the wild they probably do that to try to keep cool of keep the flies off of them.
