I would venture a guess to say it was done to provide some wind resistance. If the ball were 'bald', it would travel faster and it would be harder to make the ball curve and dip. With a faster moving ball on a hard serve, there would be fewer returns, making the game a little more boring. The covering slows it down a bit and lets the players impart more spin.

uummmm, so after a long game of tennis (when you are all sweaty) you can still grab the ball without it slipping out of your hands and/or being all yucky and wet when somebody hands it to you
