Different countries have different laws, and sometimes its easier to restrict who can enter, then to customize it so everybody can.

But yahoo is a worldwide company, so they are probably having contests for each country they work in.

This competition is also running in Canada which is where the question from Nelly Furtado came from...they have their own local celebrities asking questions. England is also doing the competition, their question came from Martina Navratolova (sorry that spelling stunk. Only the bigger questions are shared accross both sites like today's question from Stephen Hawking is on Canda's site too! They may have the promotion running on other countries yahoo sites but if so I can't read the languages, lol.

It isn't. It is open to anyone that has access to it. I am sure there are some governments that block content, but that isn't Yahoo!'s fault.
