How old are you? The skin is called the foreskin, Now if its painfull maybe because you have snappen a thing called your "Banjo" which is the string at the back of the head of the penis (it is extremely painfull). Another answer, maybe your foreskin was attached to your penis head and you unattached it, in that case, the pain will end when then penis head is healed. Another reason is that you have a major build up of "cheese" as its called on your penis.. Developed by the little white spots on the head... I advise, if it is this, you clean your penis everyday because this "cheese" is produced all the time.

If you could post more about where the pain is.. or what it feels like... Maybe i could tell you more..

The problem that you may be referring to is PHIMOSIS. This is where the foreskin has a hard time receeding over the glans (head) of the penis. Thgis can be a potential problem if it slips over the head of the penis and can notbe retracted to its normal condition.
You do not say how old you are, but if you are just now starting to get erections, you may be able to 'stretch' the foreskin slightly so that it will glide over the head, butbe careful that you don't get stuck. You may want to try awater soluble lubricant to help (like KY jelly).
If you continue to have difficulty, please have you doctor refer you to a urologist that may be able to help you.

u mean the foreskin[extra skin in the glans(head of the penis)]?
go visit a doctor and ask for a circumcision if ur uncut. its safe, hygienic and doctor prescribed. i got cut when i was 9 years old :)
