Girl, if you're only thirteen, I would discourage any attempts to have larger breasts.
For starters, you're still very young, and still growing! You might find that by the time you complete puberty, they'll be even larger than you want them!
Secondly, having large breasts is NOT all it's cracked up to be. Take it from someone who was bordering on a D-cup by the time she was 14. I have had chronic backaches ever since, I can't possibly wear a halter top without becoming a hunchback, and it's very, very difficult to find correctly-sized bras that offer the proper support. And they really do get in the way.
Thirdly, while bigger boobs sound like a great idea, they also have a much, much bigger chance of starting to sag at a younger age. Your young body just won't be able to handle that large and rapid of a change.
I know that being young is a time of uneasiness about your body, you're going through a lot of changes. My advice is to let tose changes run through to completion, THEN decide if maybe you still want to fuss with what nature gave you. Besides, do you really want a bunch of perverted young boys staring at your chest all the time?
