The key here will be on the word rely.

You can oppose them by saying that besides good governance, a government needs to do well in other areas in order to be seen as being successful.
For instance, you can talk about how nanny states are counter productive in the sense that the citizens become over reliant on the government, hampering the ability of the nation in responding to a crisis.
Good governance is also not enough because most good policies will hurt the short term and benefit the long term; hurt a minority and benefit a majority. Talk about things like economic restructuring which leads to many people being retrenched in order to help the whole naiton move forward. Its good governance, but without charisma in delivery of this information to the masses, the people will take it negatively.

Well, you need strong economic principles and strong morals. See the "Wealth of Nations" for some strong economic principles and see Ronald Reagan for strong morals.
