Advancements with stem cell technology might help to answer your question, but human stem cell research has been outlawed for ethical reasons.
The whole debate about "engineering" better humans has at least been around since Plato suggested that human breeding be controlled by governments. And "eugenics" (in short, selective breeding of people) has been a topic of hot debate since about 1890. See here...
http://en.wikipedia.org/wiki/Eugenics
It wouldn't be much of an effort to breed people differently so that we could have specialized strong men with fast reflexes who could be enlisted as warriors, say, or a specific breed of brainiacs to do all of our research. We could certainly enhance any breeding with "genetic engineering". The big question is an ethical one. Should we allow ourselves to do this?
See here for a discussion on "the immorality of eugenics".

Human mutation experiments are not ethical. Imagine being wrong on an experiment and a child is born deformed or retarded.

You can modify human genes, but adding one gene or a set of genes does nothing to an already born person, because those genes would have to go to every single cell in the body, so today? impossible.
You could do it on a sperm cell, or an egg and after fecundation you'll have to wait if those genes EXPRESS THEMSELVES i f they do it or are repressed, or if they do it, how long they do it.
My opinion? not yet!.

It's possible, in teory, but only if you make in vitro fertilization and add the characters you want, and also there's a lot of the gemone we don't know about, so until they solve that mistery it won't be possible.
