This could be caused by an infection of a Virus or Trojan Horse.
If you have a good virus checker, run it and delete anything it finds, or go online at (www.grisoft.com ) and download AVG free version, install it and then run it, delete anything it put in the vault, then re boot your PC

Yes do those things above, and also contact your service provider. Sometimes when they are making updates, or the server is "busy" your connection will be slow. Then at least you will know if it's your computer or a provider issue.

run your anti virus quickly. It looks like a virus to me! Also check out that your computer hasn't been invaded with some nasty cookies! Check and clean them! then go to disc cleaup and defragment.

Happened to me twice, virus on both counts! Hope your anti virus is up to date. If you have Spybot ... It's good because it identifies the problem and fix it there and then.

hey, mine's done this. It can be ad-ware, little things that go on in the background and take up bandwidth and your computers resources.
I use ad-aware and windows defender to scan my computer regularly.

I hope this helps.
