That is neither hand made nor possible. To be hand made means I touched it with my fingers and made it. Therefore, no, it is not possible. You cannot melt a planet with an "ice" core. Nor does Mars have an "ice" core", it's a molten core just like the Earth. IF pluto has a core of ice, then it's just different than the Earth. Somehow though, I doubt you'd ever be able to melt it and "shoot" out all the vapors at incredible rates as you think.
Besides, how can you make an atmosphere for a planet that doesn't exist?

Terraforming is the art of making new Earths or transforming hostile planets into life-bearing ones. The word terraform is derived from the latin 'terra' meaning earth plus 'form' meaning shape.
The key principal of terraforming is to artificially create an atmosphere capable of supporting life. The idea particularly took off during the late 1950's - 1960's; due to a combination of post war/cold war fear of nuclear catastrophe, advances in space technology and the idea we needed safety nets. So that if meteorite struck earth or war takes out earth and civilisation collapses, the human race will not become extinct.
The most probabale terraformed atmospheres use domed city complexes on another planet in which the atmosphere - gravity, levels of oxygen and other gasses, water vapour etc can be controlled in a similar way to that within things like space stations.

Meanwhile back on earth we have sadly spent decades anti-terraforming and destroying our atmosphere through green house gass emmissions principally Carbon Dioxide leading to climate change.
We are in a position however to choose to positively change our atmosphere back, by using less heating and electricity, choosing less environmentally harmfull products, using public transport and our legs more and opposing environmentally poor developments.

Yes. That's called terraforming.
People have been speculating how to do that with Mars.

But if you want to go to the lengths of going to another planet and reprocess its atmosphere to one that's habitable by humans, why not just stay on earth and try to change our atmosphere to reverse the effects of pollution? That way we don't have to transport 6.5 billion people off the planet to this newly habitable planet.

it may create an atomosphere but what about the difference in gravitational force. mars for instance is much larger than earth and therefore would have a greater gravitational force (moon is smaller and has less gravitational force). point is that there are many things to consider to make a planet habitable. we just got lucky with earth.
