First put up a Website. There are many cheap website providers in India. A DOT COM website in India would cost you about 700 rupees with 5 GB space and an email account.
Second, pay and include your web page in all possible search engines like google, yahoo, msn etc, so that whenever anyone searches will come across your site. You need to choose the keywords properly.
Thirdly, send many promotional emails. Nowadays many companies sell bulk email addresses and you get unsolicitated mail in your inbox. Be careful, you should not send Bulk emails. There are organization which can do this for you for a rate.
Fourthly, put up some hoardings in Airports / Train stations of important cities if possible and if you can afford. Try to sponsor the Train / Flight tickets, so that you can get your advertisement printed on the ticket.

The first part is to have a good website. If you have been in business for more than one year, it is a good idea to apply for approval from the Ministry of Tourism , Government of India (www.tourism.gov.in).This will help you get recognition as a legitimate operator. Also, you can become part of the bigger promotions of the India Tourism offices worldwide. Also contact some good operators overseas after you decide on the market that you would like to concentrate on.

to promote anything ,one must use proper advertisement and salesmenship. use appropriate media such as news paper , tv or magzine according to the customer which u wanna target.c to it that u show ur customers the preveiw of places u want them to visit and make them feel that it is important for them to take a break and have fun
