Aphid or green fly. Get some BUG CLEAR from the garden centre. If you see any little green eggs on the flower buds, pick them off first and then spray,
Its in a red bottle and says BUG CLEAR all over it.

If it's just the flowers, it's probably birds. They nip the heads off to get at the nectar.
There's not really much you can do without spoiling the look of the garden. You could try giving the birds something else to eat, but they'd still eat your flowers for dessert.

Birds are probably the main culprits,but squirrels also eat certain flowers. Birds for some reason are attracted to yellow flowers,which they eat and peck at,primroses is one of their favourites.It could be that they are getting insects off the flowers. Check your flowers to see if they are being infested with aphids. You could try a netting over the flowers,or maybe place a few children's windmill type things to deter them,anything that moves should do it.

Have you thought that it might be the wind? They might have blown away rather than been eaten.
Slugs tend to eat the leaves, but you could put down slug pellets just in case (I don't condone these as I'm a animal loving vegi).
Why don't you put your flowers in hanging baskets - they're a lot safer up out of the way?

slugs,greenflys birds,put some slug pellets round them it will stop most crawling creatures but if its birds or children theres not a lot you can do.
