There is one rule for accessorizing which I use for business look/attire. One should not wear more than 13 pieces of accessories. Buy accessories I mean anything other than the outfit. That is: the pair of shoes counts 2 pieces, a belt is 1 piece, the handbag is one, the earrings are 2 pieces, a watch is one piece, a scarf is one piece, and so on.
For other than business attire, layering is in fashion. The only limit is that it has to be eye appealing and comfortable to look at. For instance: multi-colored bracelets with a beach wear is very nice looking. Same for long necklaces when worn with an evening dress perhaps.

Personally, i think it all depends on your outfit. Generally you want one or two things that are your 'focus' points if you like. For example, if you have trousers with a bright print and a scarf that stands out, you really want to minimise attention to the rest of your outfit, so very little jewellery.
However, if wearing, say, all black, you may wish to use jewellery to make the outfit. It that case, I'd go for one, maybe two chunky necklaces and an eye-catching bracelet and a couple of nice rings.
In short, it all depends on where the focus of your outfit is. Too much going on just looks overdone, and people don't know where to look. Too little just looks bland and uninteresting, and i'm guessing since you've asked the question, you are someone who cares how you look.
Anyway, that's just my opinion.

I usually agree with the less is more approach, but sometimes I can see an extra ring or second earring appropriate. I like classy instead of trendy, and I really don't like belly button rings or nose studs (don't get me started on tattoos). Actually, I don't mind toe rings too much, but the older I get the less attractive they become. Diamonds and sapphires are my favorite on a woman, as well as a string of pearls with the little black dress. Younger girls can get away with more, but when they pierce so many holes in their body at a young age, the holes don't close up all the way when they get older.

It depends on what you are wearing - a couple of beaded necklaces or a few bangles can look really nice. More than one gold or silver necklace and loads of gold rings does just look tacky
