so in bad weather conditions ie: fog , heavy rain , you can tell the difference between the front and back of the car .

That is a good question, and one which i knew the answer to at one point but have now forgotten. I think its so that people can tell whether a car is coming towards you or moving away from you in the dark. Although, it wouldn't make a difference to me beacuse i would never remember which was which!!

it's a silly law that says you have to have white on the front, that's why when you have neons under you car and you drive around with them on you get pulled by the cops, du to not having correct colours around the car.

I know been pulled a few times now

Because yellow is easier to see in fog
