City / Park Rules.
Some one that doesn't have a lick of common sense does these things.
They don't realize or think that someone needs to go "Potty" when they are at the playground!!!
They either don't have children or haven't taken care of a child when they have to "GO POTTY NOW"!

Because of graffiti and people tearing things up. There is not enough money to keep fixing the damage people do just for kicks. There are not enough park rangers to patrol all areas at all times. so they get shut down. There might be one more centrally located in the park for all to use.?
