Your makeup choices should not only be based on your eye and hair color, but also your skin tone.
With my blue eyes, I notice that black mascara alone can do the trick, sometimes. Also, try navy or deep brown eyeliner. But don't overdo it. They are both less harsh than black.
If you have a little bit of grey in your eyes, using a neutral grey shade can offset the blue and bring it out.
If all else fails, go with brown. Depending on your skin tone, you can choose a brown with red or gold/yellow undertones. Try both and pick which is right for you.

I read somewhere that to make your blue eyes appear more blue - you should use brownish - earthy colours for eye shadow

1. If the skin of this beautiful lady is white...... the eyebrows could be marked with black liner.... ( I don't know the exact word for the stuff they use for eyebrows )
2. And of course, light red on her lips.....
That's more than enough.......
