Yes, there is. Not always easy with Qataris if you do not speak Arabic but possible with English speakers. People are quite friendly and you can always meet great friends in expats community.

Of course friendship is anywhere even in Qatar. Even when people have different religions and cultures, friendship is existing. So, when you go to Qatar, someone will be befriending you there but be careful. There are people who have hidden agenda at the back of their minds.
