If so, is that a good thing? By "naturally", I mean a genetic trait unique to most women. Or is it a "cultural phenomenon"?

Everybody is an exhibitionist not only females but also a male, gay and lesbian. A person always want to be noticed by others for different purposes. You can observe it on anybody.

It is probably part genetic, part cultural.

It appears evident that men have evolved to be inclined to seek 'beautiful' women.

Thus, women are genetically inclined to display 'beauty' to acquire a mate.

Also, since there are more women than there are men the competition to acquire a male is a bit stiffer than it is for men trying to find a woman to mate with.
The stiffer competition, culturally, causes women to need to put on a more attractive display than they would if there were extra men, instead of too few.
This need to be extra attractive drives women to make more stimulating displays for the male of the species: the male being very driven by visual stimulation.

No we are not naturally exhibitionists, we are just naturally charming in that we like to show off our best qualities and hide our flaws. Otherwise if we were exhibitionist, we would not care about our flaws and just let it out there

i would have to say its a cultural phenomenon, as i myself dont really give two hoots about what i look like or whether i got the latest fashion clothes on there are way more important things to worry about...anyways in the end you only end up with a man whose just as worried about himself as well so you end up with a lot of heartache....i perfer people with great minds not looks i think im waffling hehe

It is evolutionary trait in females to seek attention of multiple males, and then pick the best for actual mating. You kinda have to be picky if you can only have 10 children in your lifetime (as opposed to 100's potential children for males).

I'd say it is a cultural thing, of Western, not American culture.

I wear dresses and short skirts for me as much as I wear jeans for me. I like to feel pretty. And I can do that in anything cute, even if it doesn't show off much or anything at all.

It's not a good or bad thing, just a thing.
