I know they have the ability and do listen to cell phone conversations but do they have the ability to read text messages you send over your cell phone?

It's not the CIA for starters. The NSA has a surveillance system in place to track the times, locations, and numbers that are called. It does not monitor the content of the conversation.

Now decades ago, the "ECHELON" surveillance system was put into place to help monitor and track enemies of the state during the cold war era. It was expanded and given more power over the years by republicans and democrats alike in Congress. That's the system that could perhaps be capturing the content of any electronic communication you send. However, it is not proven to be monitoring anything domestically.

While it would be naive to deny that Big Brother is "watching you", there's no reason to be paranoid unless you are acting against the government in the worst kind of way. Human eyes aren't looking at what's captured unless there's reason to.
