Well it's also helping them to get used to a bra when the time comes to be wearing one. I started wearing bras when I was in 4th grade because I started developing then, but I think the reason why they are using them at young age is to get used to them because bras can be annoying at times.

A grown man should not contemplate this issue and why are you watching "little girls" in the first place? It's a girl thing to wear them and feel grown up, plus it helps to cover them better and get them used to wearing them for when they're grown up. I hope you're asking this as a concerned father of his daughter, not as what this question makes you look like.
