to make iron rustless without painting/Galvanizing it can be made as stainless steel (increase chromium percentage high enough so that it acquires stainless property). Mind you: stainless property is attained at a chromium level of almost 12% and this level could be brought down with singnificant addition of Nickel. The steel can be made martensitic so that it can have high strength and since it is martensitic, it looks black.... probably this is the type of steel you have been talking about...

The trick is that only the outer portion rusts because that part that is rusted stays on tightly to the material, and is in the way of the Iron atoms that have NOT yet rusted

So it does rust but only to a certain point!

I heard that the Indian pole is either a high chromium content steel,or that the huge amount of people rubbing/touching the miraculous rust free pole have polished it and impregnated it with oils from their hands

rust takes water and oxygen, so you can store it:
- in oil (no water)
- in a desert (no water)
- on top of the mountain (no liquid water)
- in a marsh (no oxygen in the water)
