Actually, I understand that permits vary from state to state, but I will tell you how it works in Ohio. (You will have to check with whatever state you are going to, normally they have offical websites and links to the BMV, which is the Bureau of Motor Vehicles.)
Actually, a handicapped permit is normally written as a prescription by a doctor, then you can go get one.
However, I have recently seen "temporary permits" that are handicapped, so I think there is hope.
Like I said, check the website of whatever state you are visiting, as each state is slightly different in their laws.
