I have a minor in Sociology. We try to figure this out every day! :)
The thing is, the programs in effect today do not do a successful job of raising people out of poverty (welfare, medicaid, anyone?). Countries like Norway that have successful welfare-like programs have almost no poverty and actually have a higher standard of living than the US.
Also, poverty is the root of many other social problems today, like crime, violence, etc. Why wouldn't we want to eliminate it? Who knows.

Cause only poor cant' answer back them. These are the people who have guts to digest everything. They don't raise their voice easily. This is the advantage they take from them and make us fool.
