The character is from Bombay, India, not the real man.
In the original ECW, Sabu came from the fictional "Bombay, Michigan."

Maybe the storyline that Sabu is to be from Bombay. Or maybe that was a mistake by the ring announcer's part.

That's where his character is from. Just as Hulk Hogan is from Tampa, FL, not Venice Beach, CA, and Jesse Ventura is from Minneapolis, Minnesota, not San Diego, CA. Rowdy Roddy Piper's Canadian! Did you know he's not really from Scotland? It's part show, and it's better for the character to have a guy of Lebanese descent who doesn't speak English to be from India than Detroit.

It's like how Booker T is from Harlem, New York, but really is from Houston, effing, Texas. Atleast they now announce him from Houston, TX.
The same with the Undertaker. He is from Death Valley. Get it? Death? Undertaker? Clever. During his biker gimmick, they announced him hailing from Houston, TX.
