I have this little 49cc engine and I'am wondering how to port and polish it?
Is there a site that has steps on how to?
And I can't seem to get the piston out of the head? anyone know how to get it out?

After looking at your picture I'd say you already seized it. You need to get it fixed before you try and make it go faster. your probably going to need a new cylinder, piston, pin, gasket, smallend bearing, circlips and maybe a crankshaft if you bend the rod getting it apart (it should just slide apart after the exhaust is off and the cylinder base bolts removed)

If that's a 2 stroke engine, then just remove the 4 nuts at the bottom of the cylinder and pull it up. The cyl comes off and the piston stays attached to the connectiong rod.
