Actually any country with developed tourist industry and experience in hosting major event would do.
I can not believe people having this prejudice against holding a tournament in Africa, but somehow it does not stop hordes of European tourists from coming to Egypt, Tunisia or South African vacation resorts all year long.
Countries who definitely fit to host WC and actually fit better then some South American nations are also Morocco, Kenya, Tanzania, Namibia and may be even Cameroon

I'd go for South Africa, Egypt, Tinisia, Libya, Algeria or Morocco. I would not go to any other country because they are too poor. Also, Africa boasts spectacular scenery and wildlife, and it wouldn't be a good idea to destroy it in order to build football pitches. Building some in the middle of the Sahara would be a good idea, as not much wildlife or people live there.
