A nuclear power with unconditional backing of the world's only super power that has a nasty habit of over reacting with military aggression and has invaded parts of your neighbours isn't exactly the type of people you tend to feel warm and cordial about.

I suppose if you're asking about the best, then maybe the UAE as perhaps, they are the more "progressive" of the lot (with Dubai being at the forefront). I don't suppose they've said or done much against Israel, I assume because their prosperity depends on continuing business from the west, especially the US.
