i usually give commands on the desktop before the computer is really ready to take them in. does it matter or i have to wait for everything to come up and settle? iam doubting this one.

Once the Windows desktop is loaded, the computer is ready to receive commands. What is still being loaded are components of Windows and third-party programs that are set to startup with Windows.

The short version: Nope, doesn't matter.

if they eventually start, no, but it is better to be patient and let it finish booting, if it takes too long, then stop some startup programs from starting that you don;t use
