Hold down the left mouse button while the cursor is on an open, gray part of the task bar and drag it to any part of the screen you like.

just drag it from bottom to the left side of ur screen
if it is not dragged rignt click on it and disselect the option lock the task bar

Drag it. There should be either a double line at the top or bottom of the taskbar that you can grab, or the top of the taskbar. Either way, just click+drag it down the bottom. Usually theres an outline of the taskbar, and just pull it until you see it on the bottom.

Click the taskbar and dont drag the taskbar to the horizontal posiiton downwards as it origanally looks.
Use drag and drop for placing the taskbar anywhere on your screen

First, click on a clean spot on your job bar to ascertain it isn't locked - it it really is checked then uncheck it, then you definately will be able to pull it to the wanted position on your laptop. Then lock the job bar so it would not accidently get relocated back

try dragging it downwards... if that doesn't work.. right click it to check if the "Lock the Taskbar" is checked or not, (has to be unchecked) then you can drag it..
