My experience as a homeowner is that you get the best results if you water at night before you go to bed, or leave a soaker hose on during the night, so the ground will soak up the water and the sun can't evaporate it like it can during the daytime...
You ground will saturate the water better at night...

Mornings. If you water in the evenings around when the sun goes down, you can cause your yard to catch a fungus, and all that expensive sod you just bought might die.
Don't water around noon, though, because it dries up too fast and you'll just waste water and your money.
Early morning is best, for at least an hour.

I would water the new sod in the evening, when the sun is not boiling hot. It did rain in Orlando, Florida in the morning hour and about 7:34 pm it was cool, so I mow the law.

here's a 2 part answer... because it's new sod, you might consider twice a day. With an established lawn or one you are trying to revive, the depth of the watering is more important than the time of day (although evening watering can encourage a problem with moulds or fungi).

Morning is always the best time to water anything. If you water in the evening you are inviting fungus and disease. The main thing is to water deeply so your plants develop deep roots and not roots that are on the surface that are reactive to weather. If you ater deeply the plants have deep root sytems that can handle inclement weather. So soak your lawn with soaker hoses. Leave the clippings on when you mow.
