it means turning off your pc from the main outlet other than closing down your pc properly? i think

A cold boot is when you completely shut down the computer, then re-start it. There is software that resides on chips on the motherboard that will load the very basic fundamental programs needed for the computer to function. It's called CMOS. Those programs come with the motherboard. A warm boot is when you re-start the operating system, windows, linux, mac os etc., but you don't re-start CMOS. Ctrl-Alt-Del will warm boot. Usually a warm boot will work, but sometimes your entire system needs a cold boot.

a cool boot means turn the machine on not just restarting it..
a warm boot is restarting the machine
eg the term comes from if the machine is turned off the parts cool or get cold.
