Here's what I do, because I despise socks and wear sandals anytime there isn't snow .. and sometimes when there is! :)
Go to Wal-Mart and get a 4 sided pedicure thingy. It will have a pumice stone, a file, a real rough grating kinda thing and a brush. Soak your feet in warm water for a bit .. read a magazine or something. Put some olive oil on it for another 10 minutes or so. Rinse the olive oil off, take the grating side and rub like hell. Rinse the thing off frequently, or it is just rubbing skin on dead skin and you're not getting anywhere. You can use whichever part of the pedicure thingy you want, doesn't really matter. I use the brush end to brush away the dead skin and see how good of a job I'm doing. After about 5-10 minutes of this, you should be a bit better. Put a good lotion on it.
I've noticied two big reasons that cause dry cracked heals. 1) Wearing sandals a lot. 2) Not drying your feet completely after getting out of the shower. I noticed that I only dry the bottoms real quick so I don't slip, and then dry the rest of my body off. You may notice that you dont' really dry your feet off either. Big mistake.
Once you get this cleared up by trying the brush thing above, keep up with it. When you get out of the shower, dry your feet off, and scrub like hell. After a while, you'll get used to it and you won't have to worry about your heals looking so bad.

If you can get it, LANOLIN works better than petroleum --then put on socks overnight.
Think hard about getting and wearing low-heel shoes with synthetic soles that give you a "cushy" step. A harsh step jars the cracked heal and if it splits open and bleeds, it HURTS LIKE HELL.
Think about a low sugar low fat diet.
