All my life I've known that a boy's penis is much larger in adulthood than it was in infancy, and when you consider how small a baby is in comparison to a man, it makes perfect sense. However, what they DON'T tell you is how and when it goes from the average size of 1.5" (flaccid) at birth to 3.5" at age 18, so I guess I always assumed it grew in tandem with the rest of the body -- 2" by age 4 and 3" by age 10 so it retained the same proportion with his height. However, I recently read that at the onset of puberty it is still fairly close to the size it was in infancy and early childhood (1.5" to 2"). Then, during the years of puberty, it nearly doubles in length while only the last 20% of the adult height is achieved. Freud's "latency period" in gradeschool corresponds with the lowest penis-length/body-height ratio of the lifespan because there is a lull where the sexual organs grow much slower than do the rest of the child's body. How true is this?

A boy's penis starts to grow larger when he goes through puberty because of hormonal changes, just like a girls breasts grow larger when she goes through puberty.

By the way, modern psychologists and psychiatrists have not
"disproved" Freud's theories, they just disagree with him. There is no way any one can prove or disprove things like that, no matter what they might say.
I've seen in clinical practice that many of Freud's theories are very helpful in understanding human behavior and seem to be correct.

It's true from the books I've read. And it makes sense. The hormones that cause a boy's penis to grow are the ones that are active during puberty. So it shouldn't grow that much in their younger years.

Also, I wouldn't trust Freud on much. He was a cocaine addict who had thoughts of raping his very young fiance (He was much older than her). Most of his theories have been disproved by modern psychologists.

Why would it grow as the body does? Its a sexual organ. Sexual organs do not start to fully mature until puberty. You see some heavier girls with the start of breasts, but those don't reach maturity until puberty, so why would a penis be any different? Until puberty, its only there to pee from, and you don't need a big one just to pee.
