Yes, I live in Virginia. Personal use of fireworks is allowed. As a kid, I loved going to the big fireworks displays and setting up my own mini-firework show.

We've got a major fireworks show over the East River put on by Macy's each July Fourth here in NYC. Other than that, people are not allowed to play fireworks on their own.
In fact, since many New Yorkers go to Pennsylvania to buy fireworks, a lot of New York cops have been sent to PA to catch them as they cross state lines on the way back. Its illegal to transport them into NYC. There's also public service advertising right now showing a man who lost his hand playing illegal fireworks.

Only a city-sanctioned fireworks show. Any fireworks that explodes or leaves the ground is illegal for personal use in California.

yes, it is legal, as of just this year for people to set off their own fireworks "in their own yard", but since most of the best things fly into the air, i suppose that, in a way, your neighbors will have fireworks, too, when you set them off! (The dumb thing is that it has been legal to buy them here for several years, but you had to sign a statement claiming that you won't set them off in the state. You can guess how well that worked! Leave it to the politicians to come up with a law that intrinsically stupid!)

Only fireworks that don't leave the ground are legal. However, it seems like everyone blows off the illegal ones.

if you mean going to a park and seeing them then yes. but if your talking about a regular person going out and getting fireworks to let off, then No.

Everything but the big stuff and flying things. But I live in Louisvill KY, and just across the river in Indiana you can get whatever you want, so the laws don't stop anyone from havin fun.
