Palpatine, who could possibly lie to everyone, go in disguise with his dark apprentices to create the chaos, get into power and drive a war to blind everyone from the truth? Who can play both sides in a war so the power willingly find itself in his hands! Who can create the Evil Empire, destroy a relationship, cause misery upon two lovers, destroy all the good guys, turn one of the most powerful men and biggest heroes into a villain? Who gives the orders and control through fake truths causing a man to do much destruction, who could destroy the one thing a man even as a long reigned evil cherished most because it was all he had left as a good guy and could bring him back? All of this was Sidious' doing! The Emperor hid behind a cloak in the original trilogy making Vader look like he's causing it all! The Emperor Palpatine is far more evil than anyone wants to admit!

Prince Xizor. He does not show up in the movies but he is in several of the books and a few video games. He is one of the last of a species known as the Falleen. His entire planet was whiped out by a "science expirement" conducted by Darth Vader. He is the leader of the Black Sun the most powerfull crime orginazation in the gallaxy. His organazation is one of the few who could compete with the Empire for wealth. To learn more about him and the balck sun read Shadows of the Empire. It takes place between the empire strikes back and return of the jedi and is one of the best books I have read. It even had a video game for the N64 based after it.

Darth Vader, hands down the original bad guy of the series. Others may have done worse, but for sheer scare power, you can't beat Vader.

Jabba the Hutt is my sentimental favorite...
But for sheer evil the nod has to go to Darth Sideous (The Emperor) He was in the background pulling everyone's strings.
