A less expensive way would be for you to buy the service at wholesale rate. You will need some servers to manage these connections. And then you sell these service to the general public. That's basically what one of my friends does to provide DSL service.

the least expensive way to become an internet provider is to buy minimum amount of stock on one of the internet provider, like yahoo, verizon, timewarner, etc. When you become a shareholder, you own a little part of the company. See how you can become the next provider easily?

I am not 100% sure with today's technology, but if you want 56k customers, you need a T1 line, or better run to your home. At $5.00 a foot, it can be very expensive to run to your home. Several miles add up FAST! A friend of mine happed to have a T1 line in front of his house and it cost him a few hundred dollars just to hook up to that. The T1 service will cost about $500.00 a month.

Then you need phone numbers. A few dozen to start with.
You need one main number, that forwards to the next affable non-busy number.

Then you need a server with hardware to connect each phone connection. You need a simple computer dedicated to this project.

And you need software.

With all of that said, 56k is more work than expected. I have only scratched the surface. Now try to compete with DSL and all of the paperwork.

Contract for a heavy-duty internet connection. Invest some big $$$ in routers, switches, hubs and modems. Establish good relations with your local telephone company. Put it all somewhere where it is safe, dry, and air-conditioned. Advertise for customers so you can make the payments for all that stuff. Hire some people to do tech support. Good luck.

You need to have equipment set up in a location where you can allow customers to connect to the Internet. They have to be able to connect to you, normally through phone lines. You will have to connect to one of the top-level providers because they have the backbone connections.
