There are no options on my phone menus to adjust this and my old phone didn't have them either. I remember one of my first phones did have this option. Are they making new cellphones with all these features- games, bluetooth, but no option for how long you can allow your phone to ring for? I sick of missing my calls.

these answers are terrible! no provider automatically provides 10-12 rings. Standard ringtime before calls are sent to voicemail is 15 seconds. For most providers, there should be a star code you can enter to change this delay.

for T-Mobile:

To Change Call Forwarding To Voicemail Delay (5-30seconds):
**61*18056377243**seconds# - (For example, 5, 10, 15, etc.)

it is not the facility of the mobile dear, it is the facility of the service provider, generally the service provides provides 10-12 rings for the one who's calling. if no one receives the call then automatically they will cut the line.
this is to enhance the service facility to the users.
