Personal Foul
a personal foul is a breach of the rules that concerns illegal personal contact with an opponent. It is the most common type of foul in basketball. Due to the nature of the game, personal fouls occur on occasions and not always regarded as unsportsmanlike. However, a contact foul involving excessive or unjustified contact is classed as an unsportsmanlike (or in the NBA, flagrant) foul.

Technical Foul
a technical foul is an infraction of the rules usually concerning unsportsmanlike non-contact behavior.

If I understand correctly, a technical foul IS a kind of personal foul, albeit an agregious one. In basketball, if someone has a technical foul, the fouled opponent gets to shoot free throw baskets without any opposing member underneath the key. A technical foul is usually called for bad sportsmanship, whereas a personal foul can happen accidentally/etc.

technical foul-you get a free throw and the ball back after you take the free throw
personal foul-if you are about to shoot when you are fouled you get 2 free throws and the other team gets the ball or if you're fouled and you're not about to shoot then you take the ball out of bounds

personal is against another player. tech can be for swearing, or just stupidity
