Make politicians accountable for their actions. This of course means that the censorship would have to end and all information would have to be public.

I would ban all world religion,make it a private and personal thing, it causes to many wars. All passports burned, no barriers, no interfering with people and their personal lives, unless they harm others. I would banish all terrorists to the river Styx. I would make all people equal, in educational opportunities and i would make all people the same colour, speaking the same language. I would stop footballers/pop stars etc, being paid obscene amounts of money. Anyone with more than 5 million Pounds/dollars in the bank would be burned at the stake. I would ban greed and hunger, sickness and suffering, Oh1 and people that have more than 3 kids, even that amount is too much for this poor world. I guess i would have to go too!!!!

It would be a law that says that Government is only allowed to enact 6 laws each year (one every two months). That way, we would not see dozens of new laws rushed in each week, with amendments to plug loop holes. Also, Governments would then need to focus on the issues that REALLY mattered to them, and they would take enough time to think each law through properly before enacting it, knowing that if they got it wrong, it would use up another of their precious 6 laws to fix it.

I expect a lot of flack for this one, but here goes.
Mandatory abortion and sterilization for any who gets pregnant before the age of 21 or if they have a proven record of child abuse or inability to raise children. Mandatory sterilization of the men involved in this as well. If multiple men are considered possible fathers, let them pay for a paternity test, and if they can't sterilize them all. This will definitely cut down on welfare cases, abuse of services and the strain being put on the planet from too many people.
Second choice would be cutting welfare to one year only. it was instituted as an emergency program, not a lifestyle

The next amendment to the constitution would be freedom of choice!
All people would have the right to their own bodies.
The right of ingestion.
The right of self termination.
ETC...

I would make duty illegal.All forms of duty to be banned.Cheaper petrol,cheaper booze,cheaper ciggies,cheaper holidays.Great eh.
