why not do both. go to SF and shop and stuff and then go to a lake on your boat and tube and tan with my friends

Santa Cruz...SF site visitors sucks and there is not as lots to do. Plus that's summer season, so the Boardwalk may be better. Plus they have celebration rooms you are able to hire out in case you mandatory to.

The lake is more restful - plus you'll probably save more if you are nowhere near a store!

That's not even a contest, shopping is fun, being outside is torture. Go shopping have a nice dinner or lunch in a good restaurant.
