I am an avid scrapbooker! I would suggest getting an album kit. You have your photos (I hope you have some) then you pick the theme you're interested in creating like; family, pets, friends, etc.

Go to CreateForLess.com, click on the scrapbooking tab, then find and click on 'album kits'. Everything is in the kit, all you need are your pictures and a pair of scissors! Then you can arrange your pictures on the pages to your liking, add frames, stickers, include some information about the pictures (called journaling) and the page is complete! You did it! If you have any questions feel free to email me at just1dot@yahoo.com. I'll be glad to help all I can. Happy Scrappin'!

The site I used to get started is http://www.scrapbooking101.net. They have a lot of good how-to articles on their site and several guides for buying supplies.

Also, http://www.scrapbook.com and http://www.scrapjazz.com have extensive libraries of articles on techniques and galleries of user-submitted photos to get layout ideas.

Check your phonebook to see if there is a specialty scrapbooking store in your area. Many stores offer free or low-cost beginner classes - that would be a great option for learning techniques and basics. Also, Joann superstores (Joann Etc. stores) periodically offer beginning scrapbooking classes.

The best place to start is a Creative Memories class because they tell you how to preserve your photos, what kinds of things will harm your photos (ie what to look for) and can get you started really quickly.
Their website also has some good ideas at www.creativememories.com I'm not a consultant but I use their products a lot and I just love them. My consultant has been really helpful to me. If find their prices competitive with what is in your average store too.
