Seems most of the bans are in the southern states and the coastal states. The places the are the strictest are where it stays warm enough that they can survive the winter outside. As to a permit, I would imagine there is some kind.

It is illegal in Florida, but there are differnt kind of fish that look a lot like a Pirhana. Just less aggresive. Even the small ones will nip and chew on tankmates. They were legal in germany though, my neighbor had ten of them.

check with your local department of wildlife. They are permitted in many states with application a couple not at all. I have seen them in alot of pet stores in various states. It is also a big myth of them breeding in lakes and streams causing havoc. Leave that one to Hollywood, lol. I buddy of mine did catch a 10 inch one at a small lake here in northern Ohio but it would not have lived the winter. Piranah are messy eaters, require large tanks and above standard filtration. Please make sure you know what you are getting into.

It's a law of the US. To import one is illegal. Could you imagine what would happen if anough people turned them loose in the local lakes and streams.... Also most states, cities, towns prohibit the ownership of exotic animals.

Sure, I think it's legal. Don't know why it wouldn't be. And try spell check next time.
